Because of the regulated voltage, your bulbs will be the exact same brightness regardless of the voltage on the track. For example, some people run their HO-scale layouts on the N-scale setting, while others run it on the HO-scale setting. If you've wired your bulbs with resistors, the light will be brighter on the layout being run on the HO-scale setting than on one being run on the N-scale setting. Being dimmer is only a nuisance. But being too bright is hard on the bulb‹ - making its life span shorter. With regulated voltage, it doesn't matter what track voltage is. The bulb will always get 1.5 volts.

The side benefit of this is that you don't have to figure out which resistor to use (not all 1.5-volt bulbs are the same), and don't have to wire it in.

The other wires on this harness are for convenience. The extra blue wire can be used for devices needing more than 1.5 volts (be sure to use the correct resistor if needed). If it's plugged into a T5X or T6X, the extra function(s) are accessible on the brown and pin wires.

Train Control Systems will release additional regulators with other voltages in the near future. For example, many LEDs require 3 volts, so they will come out with a 3V regulator.
