A sampler is a way to get started with a wide variety of couplers without having to buy two pair of each kind. These sampler packages provide one coupler of each number listed. These couplers are individually packaged and include complete instructions. This way, for example, you don't have to buy four short underset couplers to see if it will fit some specific piece of rolling stock. Once you determine that that's the coupler you need, you can then get a full package of those couplers. And, sometimes, one is all you need to get you out of a bind.
